Foreigners are informed by the Department for Reintegration and Integration of their rights and obligations. Information is provided in the official languages of the Republic of Kosovo and in a language understood by the foreigner. Basic information is provided to foreigners immediately after acquiring legal status in Kosovo. The rights and obligations of foreigners are explained in a brochure available in multiple languages. Municipalities inform and advise foreigners in the integration process regarding the provision of municipal public services, including: accommodation, education, social protection, healthcare, vocational training, employment, free legal aid, access to justice
A person with refugee status, subsidiary protection status, or temporary protection status is provided with basic housing for up to two (2) years from the date of the decision granting his/her status.
All foreign children and stateless children have equal rights to education in educational institutions, in accordance with their abilities and specific needs, to advance their educational and social development. The Ministry of Education, Science, Technology and Innovation ensures the equivalence and recognition of documents. Foreign students who do not possess the necessary documents are placed by the school in regular classes with their peers to facilitate their adaptation, socialization and integration into the regular education system.
Foreigners have the right to social services and social assistance on an equal basis with the citizens of the Republic of Kosovo.
Health services are guaranteed for all foreigners living and working in Kosovo. Individuals who have been subjected to torture, rape, or other severe acts of violence will receive appropriate treatment for the harm caused by such acts, including the possibility of proper medical and psychological care.
Foreign nationals are informed by the Department for Reintegration and Integration of the conditions and opportunities for employment and support through active labour market measures and are advised to register with Employment Offices as job seekers. Foreign nationals in the integration process, who need vocational training in order to enhance their skills for the labour market, have access to vocational training provided by Vocational Training Centers or other professional training service providers. Foreign nationals who belong to eligible categories are provided the opportunity to proceed with their cases before the Prosecution Offices and Courts, as well as the right to a fair trial within a reasonable time. Eligible categories who lack sufficient funds are entitled to free legal aid.
Foreign nationals have the right to access civil status services. Civil Status Offices ensure the immediate registration/recording of newly born foreign children in order to fulfill their right to a personal name, the right to acquire citizenship through naturalization, and the right to know and be under the care of their parents.
Specific integration measures include:
◦ Needs assessment, which is conducted to assess the needs of foreign nationals for integration and their expectations, as a measure to facilitate their integration into Kosovo society.
◦ Language courses, which are organized in one of the official languages, at the A1 or
A2 levels of the Common European Framework of Reference for Languages.
◦ Integration courses, which include courses on general knowledge of the country, practical knowledge of the education system, employment, healthcare, social protection, housing, as well as knowledge about support groups and organizations and other leisure activities.
◦ Accommodation, which includes basic housing for up to two (2) years from the date of the decision recognizing the status.
